§ Mr. RossThe Scottish road programme is heavily concentrated in the Development Districts (which include the whole of the Highlands), where the exemptions mentioned by my right hon. Friend the Chancellor of the Exchequer in his statement of 27th July will apply. The remainder of the programme is being review in the light of that statement.
