asked the Minister of Transport what study he has made of the communication from the Automobile Association in respect of the commercial damage which is being caused by the lack of proper road facilities in the Midlands; whether he is aware that the traffic is increasing at the rate of over a million vehicles a year and of the consequent increase in congestion on the roads; and what steps he is taking to deal with the position, particularly in view of this representation.

I am well aware of the problems raised by the yearly increases in vehicles and my recent letter to the Automobile Association, a copy of which I have sent my hon. Friend, shows the importance I attach to the improvement of Midland communications by the construction of the Motorway links. I hope that the completion of the links will not be delayed beyond the target date of 1970–71.
