asked the Secretary of State for Foreign Affairs, in view of the fact that transfers of personal property agreed to under Article V(1)(c) of the Anglo-United Arab Republic Agreement of 1959 are now being held up by the United Arab Republic for the reason that Proclamation 138 overrides an international agreement, whether Her Majesty's Government regards the 1959 Agreement as being no longer effective; and what action he is taking to see that the terms of the Agreement are carried out.

Her Majesty's Government regard the United Arab Republic Government's Proclamation No. 138 as a purely municipal enactment which in no respect overrides or invalidates the provisions of the United Kingdom-United Arab Republic Financial Agreement of 1959. That Agreement is, in the view of Her Majesty's Government still fully effective. We have left the Government of the United Arab Republic in no doubt of our views on this matter, and shall continue to press them to afford to British subjects affected by the provisions of Proclamation No. 138 their full rights under the terms of the Agreement, and under international law.
