Mr. Carr

asked the Secretary of State for the Colonies what functions in connection with aid for the developing countries have been transferred from his Department to the Ministry of Overseas Development; and what reductions have been made in the establishment of his Department as the result of such transfer.

Mr. Greenwood

The following functions have been transferred:

  1. (a) Responsibility, with the agreement of the Secretary of State, for allocation of development aid to the dependent territories, and for the 258 approval (with Treasury concurrence as necessary) of development schemes and loans under the Colonial Development and Welfare Acts.
  2. (b) The issue of, and accounting for, funds provided under these Acts.
  3. (c) Relations with the Commonwealth Development Corporation, including approval of C.D.C. projects in dependent territories in consultation with the Secretary of State.

2. A reduction of 16 posts in the establishment of the Colonial Office resulted from the transfer of these functions.
