§ Mr. Buchanan-Smithasked the Postmaster-General if he is aware that many people in rural areas of Scotland and older people in Scotland are unable to obtain newspapers other than by post, and that the increased postal charges place an additional burden on areas already suffering from depopulation; and what steps he proposes to take to alleviate this hardship.
