HC Deb 12 April 1965 vol 710 cc121-2W
18. Sir J. Rodgers

asked the Minister of Labour how many new industrial training boards have been set up under the present Administration.

Mr. Marsh

One. My right hon. Friend established the Shipbuilding Industry Training Board in November last year.

30. Mr. Woof

asked the Minister of Labour what proposals he has to use the Industrial Training Act as a vehicle for increasing the number of young people in receipt of day release.

Mr. Ron Lewis

asked the Minister of Labour what proposals he has for using the Industrial Training Act as a vehicle for increasing the number of young persons in receipt of day release in the Carlisle area.

Mr. Gunter

The Industrial Training Act gives to industrial training boards the power both to make grants to employers who provide day release and to withhold grants from those who do not. In considering the proposals which the boards are required to submit to me for my approval, I shall pay particular attention to the extent to which the boards intend to use these powers to encourage day release of young people for appropriate courses of further education.

31. Mr. Woof

asked the Minister of Labour what proposals he has for training non-manual workers by means of the Industrial Training Boards.

Mr. Gunter

The industrial training boards are concerned with training at all levels and in all occupations. The Central Training Council has established a Commercial and Clerical Committee to study training for these categories and to make recommendations which may be of use to all boards.

Mr. Hamling

asked the Minister of Labour on what date training courses will be started by the industrial training boards now established.

Mr. Marsh

The Wool Industry Training Board organised its first course for instructors in November last and is proposing to run courses for certain grades of operative in the near future. The other boards do not propose to organise their own courses at this stage but will pay grants to firms providing training of which they approve.

Mr. Woof

asked the Minister of Labour how much money the industrial training boards intend to raise this year to enable them to finance their activities.

Mr. Gunter

Each board is required to submit proposals to me for imposing a levy on employers in its industry. If I approve the proposals I am required to make an order giving effect to them. I hope to make the first order next month. Until I have made the relevant order I do not consider it would be appropriate to make any statement about the amount of money a board hopes to raise from its industry.
