asked the Minister of Housing and Local Government if he will introduce provisions to enable tenants and landlords to take advantage of improvement grants where landlords refuse to carry out improvements.

Local authorities already have powers to declare improvement areas and compel owners to improve tenanted dwellings there. Outside these areas tenants of individual properties can ask authorities to make landlords improve them. Grants, which are paid to owners, are available for compulsory as well as for voluntary improvements.
