Sutton has not been accepted for designation under the Overseas Service Aid Scheme because he was initially selected by the Government of Northern Rhodesia in 1951, while in Northern Rhodesia, for appointment to a post for which neither the Secretary of State for the Colonies nor the Crown Agents normally undertook recruitment.
