§ Sir Richard Glynasked the Chancellor of the Exchequer what instructions were given to the officers of the Waterguard as to the application of the 15 per cent. Surcharge; when these instructions were issued; and on what date they came into effect.
§ Mr. MacDermotPreliminary instructions were given to Waterguard officers on 26th October, 1964, the date when the temporary import charge was announced and were amplified before midnight on 12th November, 1964, the time after which the charge was first collected. The charge was not collected on goods imported in passengers' accompanied baggage before that time.
