§ Mr. BottomleyMy right hon. Friend the Prime Minister sent messages to the Presidents or Prime Ministers of other Commonwealth Governments informing them of our decision and the reason for it. It was not possible to seek their views in advance for reasons explained to the House on 4th November by my hon. Friend the Economic Secretary to the Treasury. Views expressed to us by other Commonwealth Governments are confidential, but I can say that the general reaction has been helpful and understanding.
