§ Mr. SwinglerIf the Railways Board proposed a passenger closure affecting this line, we should consider it in accordance with the policy set out in my right hon. Friend's statement of 4th November. The re-routing or reduction of services, so long as they do not involve the complete withdrawal of passenger services, is a matter within the responsibility of the Railways Board.
