What would be the estimated loss in revenue should the effective age for motor-cycle riders be raised from 16 to 17 years.

It is not possible to give an estimate of the effect on tax revenue receipts of raising the age limit for the issue of driving licences to motor-cycle riders from 16 to 17; but the effect is unlikely to be large.
