asked the Minister of Agriculture, Fisheries and Food if he will institute a system under which sales of barley between farms which do not pass through a merchant will qualify for the barley storage subsidy.

Mr. Scott-Hopkins

No. The storage incentive scheme for barley is designed to reduce the pressure of barley sales to merchants and processors at harvest time. Barley sold direct to another farmer does not enter trade in this sense and therefore does not qualify either for the premium on late sales or the deduction on early sales.
