§ Mr. NobleIn the years 1961-62 and 1962–63, net emigration from Scotland to other parts of Great Britain and overseas has averaged just over 30,000 a year. The central Scotland White Paper assumed that this might be reduced to about half between 1961 and 1971, and to about one-sixth between 1971 and 1981. It is impossible to say how much of this reduced volume of net emigration might be to the south-east of England.
