§ 41. Mr. Wainwrightasked the Minister of Housing and Local Government and Minister for Welsh Affairs if, to encourage local authorities to provide swimming and life-saving facilities for schoolchildren and other members of the public, he will take steps to ensure that any loan granted for building suitable swimming pools, by local authorities, shall have interest charges at less than 1 per cent. below the Bank Rate.
