§ Mr. NobleThe preliminary report on the 1961 census showed that most of the counties outside the central belt had lost population in varying degrees since 1951. The purpose of the programme of studies on which the Scottish Development Group has now embarked outside the central belt is to establish how the Government's regional development policies can best be applied to promote a healthy economy in these regions.
