§ Mr. ThorneycroftThe American proposal for a mixed-manned force of surface ships armed with Polaris missiles is still being examined by the Working Group in Paris. We are putting forward to the Working Group our ideas on the mixed-manning, joint ownership and multilateral control of land-based nuclear weapon systems, with a view to their being considered in parallel with the American proposal.
