§ Mr. BevinsI have made no proposals. Under the Radio Regulations of the International Telecommunication Union all radio transmitting stations have to be authorised by governments, who are responsible for ensuring that the stations use radio frequencies properly. Pirate broadcasters operate outside international agreements.
