§ Mr. NobleA large consortium—the Scottish Local Authorities Special Housing Group (S.L.A.S.H.)—is already in being; this covers authorities responsible for about 70 per cent. of the whole public sector housing programme. Other local authorities are considering the advantages of co-operation.
