HC Deb 16 June 1964 vol 696 c161W
44. Mr. Howie

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will bring in legislation giving local authorities power to compel landlords to carry out repairs to their properties once a tenant has obtained a certificate of disrepair.

Sir K. Joseph

The general effect of a certificate of disrepair is to reduce the rent payable until repairs are carried out. This is, in my view, an appropriate and sufficient sanction in cases where no question of fitness for human habitation arises. Where a house is unfit the local authority can require remedial work to be undertaken.
