asked the Secretary of State for the Home Department what further consideration he has given to extending, the provisions for postal and proxy voting in rural district and parish council elections under the Representation of the People Act in respect of handicapped persons, since his Department answered the hon. Member for Petersfield in June 1961 that when an opportunity for amending legislation occurred their electoral difficulties would be given consideration.

The question of providing for absent voting facilities at rural district and parish council elections continues to be kept in mind for possible amending legislation: no opportunity for such legislation has so far arisen.
