asked the Secretary of State for Education and Science if he will introduce legislation to enable him to sponsor special open-air camps with courses of the Outward Bound type as a method of counteracting idleness and boredom in youth.

Legislation is unnecessary. Local education authorities can and do make such provision; and voluntary youth organisations are grant-aided by my Department to do so.
