ButlerI have no statement to make in the present delicate and difficult circumstances other than that Her Majesty's Government are actively engaged in consultations with other members of the Geneva Conference about Laos. Meanwhile the Security Council are seized of the dispute between Cambodia and Vietnam.
§ Mr. Warbeyasked the Secretary of State for Foreign Affairs if, in view of 205W the continued disturbances of the peace in Vietnam, Laos and Cambodia, he will now propose a summit meeting of the Geneva Conference countries to discuss the problems of South-East Asia and achieve a peace settlement.
§ Mr. R. A. ButlerPrior conditions for the possible reconvening of the International Conference on the settlement of the Laotian Question are being discussed in the diplomatic consultations now taking place in Vientiane. I am ready to join with the Soviet Co-Chairman in issuing invitations to a Conference on Cambodia once the Governments principally concerned have agreed to participate. I see no advantage in a Conference on Vietnam.
