§ Mr. R. CarrThe number of British graduate officers ready to serve in developing Commonwealth countries is decreasing because there is no longer the prospect of permanent service with these Governments. This enhances the importance of the measures which I announced in Cmnd. 2287 to encourage service overseas by agricultural officers whose main career is in Britain.
