§ Mr. GodberI am aware of the incident to which the hon. Member refers. One of Her Majesty's Inspectors of Factories, on learning of the occurrence, visited the site to ensure that the appropriate Regulations were being observed. He reports that the contractor is now erecting a scaffolding fan in order to protect members of the public from any repetition of the accident. I should point out, however, that my powers under the Factories Act provide only for the safety of employed persons and not for members of the public.
