§ Mr. Scott-HopkinsAbout 10 percent. of the beef bulls licensed are non-pedigree but, in the judgment of the licensing officers, pure-bred. The significance of the pedigree registration is the authentication it provides of a bull's ancestry. We intend in course of time to establish standards of suitability for breeding based on records of performance as economic beef producers. Until such standards are established and the facilities for testing widely available, I do not consider it would be useful to narrow the present scope of beef bull licensing.
