§ Sir E. BoyleThe term "reading age" denotes an average standard which has been rising continuously since the Ministry surveys began in 1948. By the standard of 1948 the current proportion of pupils entering secondary schools with a reading age of less than 9 years is 7 per cent.; by today's standard the proportion is 15 per cent.
