§ 88. Mr. Warbeyasked the Secretary of State for Foreign Affairs what steps he has taken, as co-chairman of the Geneva Conference, to bring to the notice of the present successors to the Diem regime in South Vietnam the violation of the Geneva Agreements by the introduction into South Vietnam of large quantities of United States arms and large numbers of United States military personnel, as recorded by the International Control Commission in its Special Report of June, 1962.
§ Mr. R. A. ButlerNone. United States assistance was provided at the request of the Vietnamese Government of the day, because the North Vietnamese campaign of terrorism and subversion which was condemned in the Special Report had already assumed menacing proportions. In acceding to the request, President Kennedy made it clear that, if the Communists stopped trying to destroy the Republic of Vietnam, United States aid would no longer be necessary. This is still the position.
