§ Mr. BevinsThe inquiry to which the hon. Member refers was not a ballot but was aimed at getting the general reaction of the staff on the basis of broad information then available about three areas—Glasgow, Liverpool and Tees-side—so that their views could be taken into account. These preliminary inquiries were not conclusive. Visits to the local authorities in all three areas are now taking place for the purpose of securing more detailed information.
