§ Mr. MarplesA census of pedestrians and vehicles at the site of a proposed crossing is only one of the factors to consider before deciding if a crossing is justified. There are no minimum figures; in differing circumstances the numbers of vehicles and pedestrians would be given different weight and prevent a decision being taken on the basis of traffic flows alone.
