asked the Chancellor of the Exchequer how many civil servants of over 10 years' service will receive no pension on retirement; how many civil servants only count part of their unestablished service for pension purposes; and, in view of these circumstances, resulting in salaries below the agreed rate, what action he proposes to take to ensure that agreed scales are paid.

There are at present 8,090 non-industrial temporary civil servants aged 46 or over with over 10 years' service. Opportunities for establishment are available to over half this number. The number of civil servants whose unestablished service will partly or wholly count as to one-half for pension purposes is of the order of 350,000. Civil servants, both established and unestablished, are paid at rates either agreed with staff representatives or awarded at arbitration.
