§ 41. Mr. Snowasked the Minister of Pensions and National Insurance if he will authorise banks to pay, through bankers' orders signed by self-employed persons, National Insurance contributions in advance as a facility for such persons who do not maintain accountancy staff.
§ Mrs. ThatcherAny system of payment in advance would have to provide for adjustments for later changes of circumstances. For this and other reasons my right hon. Friend thinks that such a system, which would be more expensive to administer than payment by weekly insurance stamps, would also be more troublesome to all concerned.
