Mr. R. W. Elliott

asked the Minister of Housing and Local Government if he is aware of the hardship caused to householders by the existence in urban areas of unadopted and unmade roads; and if he will instigate an inquiry into such roads, with a view to the law being amended to allow for their maintenance from pubic funds.

A survey of arrangements for making up private streets was undertaken by the Department about five years ago. It was then considered that there was no ground for any fundamental change in the law. Nothing has happened to lead my right hon. Friend to dissent from this view.

My right hon. Friend is aware that unmade roads cause hardship to some householders; in his view the best remedy is for the local authorities concerned to exercise their powers to make the roads up to a proper standard as soon as they can.
