§ Mr. Tom FraserI am aware that street lighting may place a heavy burden on the resources of some parish councils. But the problem is a difficult one since it must be related to the whole structure of highway grants which is being considered in the context of the current review of the financial relationship between central and local government. Nevertheless, I am considering whether anything can be done to improve the arrangements in the meantime.
