asked the Secretary of State for Scotland if the exclusions from the Winter Keep Scheme of upland farms mainly engaged in dairying will be considered at the February Price Review.

The matter can certainly be considered at the annual review which is the appropriate occasion for considering the conditions and prospects of sections of the agricultural industry as well as those of the industry as a whole.

I would like to emphasise that it is only where the return from sales of milk exceeds about 40 per cent. of the total that an otherwise eligible farm will be denied the Winter Keep grant.
