asked the Minister of Transport what are his plans for the introduction of a system of special permits or licences in London to enable residents of streets in which parking meters are installed to make use of parking meter spaces for prolonged periods.

Mr. Galbraith

We could not agree that residents should be given any concession at meters. What we have proposed is that space not required for short term parking might be made available in suitable areas under a "licensed parking" scheme which could give preference to local residents over commuters. This space would not be metered. The initiative rests with local authorities. We will consider sympathetically any workable system they may propose.
