asked Her Majesty's Government:

Whether a patient detained in a Special Hospital is in all cases prevented from obtaining a renewal of his driving licence.

THE JOINT PARLIAMENTARY SECRETARY, MINISTRY OF HEALTH (LORD NEWTON)

A licensing authority is bound by law to refuse an application if satisfied that the person is suffering from a disease which would cause the driving by him of a motor vehicle to be a source of danger to the public. No patient in a Special Hospital is allowed to have physical possession of a licence.
