§ Mr. Scott-HopkinsOf the deficiency payments to individual farmers, each year's advance payments for barley, oats and mixed corn are made by counties and the order depends on how quickly the claim forms for each county are sent in; this order is reversed for the final payments on those crops. Payments for wheat, rye and fatstock are not rotated because the period over which they are made is relatively short.
