asked the Minister of Housing and Local Government and Minister for Welsh Affairs what representations he has received regarding an application for improvement grant by Mrs. Boardman, 98, Ken-mare Road, Liverpool, 15, recently considered by the Liverpool City Council; and what action he proposes to take.

The City Council have on more than one occasion represented to my right hon. Friend that grants should be made available for replacing fittings, such as baths. They raised this issue in 1962, and again at the beginning of this year in connection with Mrs. Boardman's application. I am sorry that there has been delay in replying in this case; but my right hon. Friend has again told the Council that the maintenance of houses, including the replacement of fittings as they wear out, is a normal liability of ownership, and is not eligible for grant aid.
