asked the Secretary of State for Foreign Affairs what were the considerations which led Her Majesty's Government to recognise the new authorities in South Vietnam; and what is the status of British diplomatic relations with those authorities.

It is the practice of Her Majesty's Government to recognise a revolutionary Government as soon as it may fairly be said to enjoy, with a reasonable prospect of permanency, the obedience of the mass of the population and the effective control of the greater part of the national territory. On this basis, recognition by Her Majesty's Government was accorded on the 8th of November.

Normal diplomatic relations are thus maintained between Her Majesty's Government and the Republic of Vietnam.
