- (b) the "target" population, i.e., the figure at which large-scale immigration will cease;
- (c) the expected ultimate population after allowing for natural increase.

Crawley and Hemel Hempstead became the responsibility of the Commission for the New Towns on 1st April 1962 when their populations were 56,000 and 58,000 respectively. The towns are expected to grow by natural increase to 75,000 and 80,000, respectively. The original populations were 10.000 and 21,000.
