§ Mr. MarplesI am aware that some Cuban sugar is coming here in Russian ships. It would not, however, be justifiable to attribute this primarily to the action taken by the United States Government, which has been to deny Aid cargoes to ships trading with Cuba. The United States Government already knows our views in the matter.
