HC Deb 14 May 1963 vol 677 c134W
2. Mr. Boardman

asked the Postmaster-General what estimates he made, when studying proposals for payment of television licences by monthly instalments, of the cost of collection if such payments were made by purchase of stamps at post offices; and what decision he reached regarding this system of payment.

Mr. Bevins

The cost is quite small if people save towards the cost of television licences by buying savings stamps as they can do at present. If, however, the hon. Gentleman has in mind instalments in arrears by purchase of stamps, this system would increase costs substantially and create serious difficulties.
