§ Mr. HayThe Railways Board's Report contains a large number of proposals, ranging from the closure of passenger services to the investment of substantial sums, for instance, in new freight facilities. Some of these are subject to my right hon. Friend's statutory powers, others are within the management responsibility of the Board. Implementation of the proposals will be a continuing process, and I cannot at this stage make a firm estimate of the time that it might take.
