§ Mr. C. Ian Orr-EwingAfter taking account of all factors—financial, technical and operational—it was decided that it would be best to accept a short term hiatus in the programme of nuclear hunter/killer submarines. As the holding factor is not the shortage of building capacity, the question of equipping a Royal Dockyard for building nuclear boats does not at present arise.
