Mr. Warbey

asked the President of the Board of Trade what advice he has given to British steel manufacturers who have sought it in regard to making contracts for the sale to the Union of Soviet Socialist Republics of steel tubes of a type which are the subject of an embargo laid down by the North Atlantic Council.

Mr. Skeet

asked the President of the Board of Trade, in view of the approach by South Durham Steel and Iron Co. to his Department about the sale to the Union of Soviet Socialist Republics of steel tubes suitable for the conveyance of oil or natural gas, if he will state the policy of Her Majesty's Government regarding the despatch of steel pipes to Russia in the light of the injunction of the North Atlantic Treaty Organisation Council that they should not be so sent.

I have told the manufacturers that there are no restrictions on the export from the United Kingdom to the Union of Soviet Socialist Republics of steel pipe of any diameter. In the discussions in N.A.T.O. on this subject, the United Kingdom representative made it clear that Her Majesty's Government did not support the recommendation and reserved Her Majesty's Government's freedom of action.
