§ 77. Mr. Brockwayasked the First Secretary of State if, in view of the limited franchise in Southern Rhodesia, he will invite a representative of the Zimbabwe African People's Union to attend the bi-national conference convened to review the Federation of the Rhodesias and Nyasaland.

ButlerThe object of the talks which began on 21st March was to find a basis on which a conference on the future association of the territories might later be held and it was appropriate that those talks should be held between representatives of Governments. The official oppositions and other political parties in the territories were not represented.
