asked the President of the Board of Trade if, in view of the success of the voluntary ex-port of entry price agreement for Russian barley, he will extend the same scheme for all cereals and meat.

My hon. Friend is under a misapprehension. In 1961, the Russians undertook to limit the quantity of their exports of barley during the crop year ended 30th June, 1962, and certain other countries made voluntary arrangements on price. But these arrangements were made in special circumstances, namely as an alternative to anti-dumping duties after the Board of Trade had reached a decision to take action on an application made under the Customs Duties (Dumping and Subsidies) Act.
