15. Mr. Wainwright

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what measures he has taken to ensure that all permanent prefabricated types of houses built on behalf of local authorities shall be of such a quality as to have the same period of usefulness as that of a traditional type of house.

I require that all dwellings for which local authorities seek loan sanction warrant a 60-year loan period. For traditional dwellings I accept the authority's certificate that the materials and form of construction are such as would meet this requirement. Where unconventional materials or methods of construction are proposed, there is longstanding advice to authorities to consult my technical advisers at an early stage.
