asked the Chancellor of the Exchequer why the announcement about the new national savings certificates has been made well before the certificates are to be available for purchase, in view of the danger that people will lose their savings habit.

Because of the risk of leakage and consequent cost to the taxpayer if the new issue had been printed and distributed before the old issue was withdrawn. Distribution alone is a formidable task. The other well-known national savings media will continue to be freely available during the comparatively short period until the new National Savings Certificates are available. The new Certificates will be printed and distributed as quickly as possible. I do not agree with the hon. Gentleman's fear that this temporary inconvenience will seriously or permanently affect the excellent work of the National Savings Movement in promoting thrift.
